Deconstructing the Wisconsin Media’s Deception: How Voters Were Lied to on Paroles

We deconstruct how the Wisconsin media, in partnership with Democrats, created and spread their own narrative to deceive the public about parole.

Gov. Tony Evers and the Wisconsin media have repeatedly deceived the public about parole numbers. They have falsely reported that hundreds of the paroles were mandatory releases.

They are not. The nearly 1,000 releases during Evers’ tenure all involved discretion by Evers’ appointee or administration. Mandatory releases – cases where state law requires that inmates be freed after serving 2/3rds of their sentences – were filtered out by the Parole Commission. Killers serving life sentences do not qualify for mandatory release anyway.

This is how the deception went down:

On Sept. 7, we broke the story that the Parole Commission released, via open records laws, a sheet listing nearly 1,000 parole grants during Evers’ tenure, through late 2021. Each was labeled parole grant and “parole commission action.”

We specifically asked the Parole Commission if any of the parole grants were mandatory releases. They confirmed that none was.

The list included killers, attempted killers, and rapists. We launched a series to profile one each day. We obtained some 2022 parolee names through a lawsuit.

On Sept. 21, the Associated Press and Milwaukee Journal Sentinel reported that only 461 paroles were discretionary, getting the misleading ball rolling. They cited the Evers’ appointee-run Parole Commission as their source for the data.

Evers then released a misleading press release linking to misleading news stories.

Basically, Evers and media are constantly reinforcing each other’s false narrative. We’re tempted to call it a journalistic/Democratic circle jerk, but that might be crude. Herd think?

For example, Evers wrote, “Of the convicted criminals released under Gov. Evers’ administration, nearly half were released because their release was required by law. In Wisconsin, some paroles are discretionary and others are required by law. The Parole Commission has oversight over both discretionary and mandatory parole.”

But none of the criminals was required by law to be freed early.

The media behaved as Evers’ messengers of deception, spewing out arrogantly misleading “fact or reality checks.” Story after story repeated the same numbers unquestioningly, comparing them to Scott Walker’s (but never mentioning that Evers’ appointee freed more killers and attempted killers in 3.5 years than Walker did in 8.)

To prove our point, just do a google search of “461 discretionary paroles.”

Here Are The True Facts

    • Here’s proof that the Parole Commission filtered out mandatory releases: Charles benson
    • Killers who are serving life sentences do not qualify for mandatory release anyway, including those in GOP ads.
    • The Parole Commission sheet separated out some paroles, such as pre-mandatory release cases (the parole chair can revoke those) and paroles to detainers (like ICE) or other sentences. These are discretionary. We asked the Parole Commission to explain which paroles they are calling non-discretionary since their chart implies they falsely included the above, but they did not respond.
    • Some parole grants in the Parole Commission sheet are earned release and challenge incarceration program releases under new laws. The Commission chair “signs off” on them, a review of whether they met eligibility rules and completed the programs.
    • However, it’s false to say Evers has nothing to do with these. The discretion rests with judges and, critically, with DOCwhich Evers has even more control over than the Parole Commission! It’s a state agency run by a cabinet appointee.
    • Although judges typically set the eligibility (like they do with parole eligibility), Evers’ Department of Corrections makes a host of discretionary judgment calls about which criminals are suitable for the programs.
    • These judgment calls involve subjective, discretionary criteria, like department resources and policies. Furthermore, Evers expanded earned release. DOC policy handbooks refer to program enrollment in the programs as “discretionary and determined by the DOC.” Here’s proof:

Among the worst media offenders when it comes to twisting the narrative: WTMJ’s Charles Benson and the Milwaukee Journal Sentinel’s Greg Borowski.


Charles Benson’s False Article

“PolitiFact Wisconsin says the first thing to keep in mind is that many of the paroles were required by law,” Benson wrote of Tim Michels’ parole claims.

False!

He quoted Borowski, who said, “Once a person reaches a certain point in his or her sentence, as completed sort of requirements, they must be released.”

We wrote Benson and Borowski and challenged them. Benson did not respond. Borowski did not want to talk about Benson’s story.

After we wrote Borowski and Benson, the Benson story was updated: “Editor’s Note: This report has been updated to show Borowski’s comments were made in light of the releases being mandatory.”

Again, the list of nearly 1,000 paroled criminals DID NOT INCLUDE MANDATORY RELEASES! Readers should be told this.

The media have shown other bias. They ignored most murder victims’ families, and, with a few exceptions, are refusing to tell the public about specific killers and rapists who were freed. The media have bent over backward to argue that Evers has nothing to do with paroles, when, in May, they all agreed that Evers intervened to stop a parole (Douglas Balsewicz). Which is it? Why didn’t he intervene to stop these? They never asked.


Other Media Offenders

We’d bore you if we listed all of the articles and reporters who have simply repeated this deception. Here are a few.

An initial Milwaukee Journal Sentinel story by Ashley Luthern, repeated by many other news outlets, explained: “Discretionary parole is the release of people at any time between when they become parole eligible and their mandatory release date.” This misleadingly leads people to believe the other paroles were mandatory releases, but they were not.

Politifact falsely wrote, “Overall, the Evers administration has released 895 felons under discretionary and mandatory parole.”

Politifact unfairly gave Michels a “pants on fire” for saying “Tony Evers is approaching 1,000 of these that he’s let out early,” referring to “convicted felons.” They pontificated: “Many paroles are required by law — for instance, once a person reaches a certain stage of a sentence and has completed certain programs.”

Evers’ campaign even purchased a Google ad sending people back to the misleading Politifact.

PBS Wisconsin’s Zac Schultz quoted Evers as saying, “What people really do need to know is that a whole bunch of folks are mandatorily released from prison. The Parole Commission has no right to change that. They reach a date and they’re let go.”

Port Washington Passes Bill to Give Public Say in Data Center TID Approvals

(The Center Square) – The city of Port Washington approved a referendum Tuesday that would require future projects worth more than $10 million to be approved by taxpayers before being added to a tax increment district.

The initiative, in response to a large-scale AI data center in the city, passed with 2,710 votes of approval compared to 1,371 in opposition. More than 50% of the 8,257 registered Port Washington voters voted in the election.

The initiative came in response to an $8 billion data center project that is expected to receive more than $450 million in property tax breaks along with not paying state sales tax on everything from construction to the servers inside to electricity at the site, which is estimated to require as much electricity as the city of Los Angeles once fully operational.

“Tonight, democracy worked the way it’s supposed to,” said Great Lakes Neighbors Incorporated member Christine Le Jeune in a statement. “Over 1,000 residents signed the petition that put this measure on the ballot, and tonight Port Washington voters spoke with one clear voice. The people deserve a seat at the table when their tax dollars are on the line.”

Data centers have shown to be unpopular with voters as 69% of Wisconsin voters in a recent Marquette poll said that they believe that the cost of data centers outweigh the benefits.

Republican candidate for governor and Congressman Tom Tiffany vowed to “end subsidies for data centers in Wisconsin” if he becomes governor.

Wisconsin comedian Charlie Berens has also been outspoken about the secrecy and impact of data centers, especially the Port Washington project and process. Berens testified in support of a bill to block non-disclosure agreements at data centers that did not pass the Legislature before session closed.

Le Jeune and two others from Great Lakes Neighbors United were removed from a public meeting on the Port Washington project in December by police when, after her allotted three minutes to speak in public comment, she shouted “shame” and “recall” as she headed to her seat.

Video from the meeting then showed a police officer approaching Le Jeune in the audience and asking her to leave.

Le Jeune would not leave and then a second officer approached and then began pulling on her arms to remove her from the meeting. Le Jeune and two others were then taken to the floor in the meeting room and handcuffed before being removed from the building.
